Delhi's Odd-Even Formula Phase 2: Things you need to know

The second phase 15-day trial period of Delhi’s famous ‘Odd-Even’ rule, that is bound to reduce the number of cars on roads and curb the pollution level of the city, will take place on April 15, 2016. Since the first phase of ‘odd-even’ rule was so successful, around 80% of Delhi’s population was waiting for this to happen again.

On Saturday, Delhi CM Mr. Arvind Kejriwal announced the updated guidelines for the odd-even rule. Although these guidelines are exactly the same as last time but there are a few additions that will not affect the general populous.

The new rule states the cars that will be exempted from the ‘odd-even’ rule:

1. Emergency services vehicles, such as, ambulances, fire engines, and those belonging to the hospitals, prisons, hearses, and law enforcement vehicles.
2. SPG (Special Protection Group) protectees.
3. Vehicles with defense ministry numbers.
4. Pilot Cars.
5. Embassy Cars.
6. Two-wheelers.

There are reports that the fine of Rs.2000 will be increased this time to all the offenders of the rule. But any confirmation on that from Delhi government is yet to be made.  Below you'll see the rules and guidelines of first phase of 'odd-even' rule.

Kejriwal government’s proposed ‘odd-even formula’ for tackling air pollution in Delhi has survived complaints and discussions to finally move ahead. The formula will be in place from April 15, 2016 and Delhiites have been asked to gear up for the big experiment.

We know it’s easier when things are simple. Hence, we decided to share these 10 important facts about the ‘odd-even formula’ that you must know.

1. As already mentioned, the formula comes into effect from April 15, 2016. There were a lot of complaints regarding this but the government feels that it must start right away.

 

2. The formula is to be followed from 8.00 am to 8.00 pm every day, except for Sundays.

 

3. Odd-numbered cars will be allowed on odd numbered days while even-numbered cars will be allowed on dates with even numbers.

 

4. Kejriwal government will review the results and details of the formula after the first 15 days of the experiment.

 

5. A fine of Rs. 2000 has been put in place for those who violate the odd-even formula.

 

6. There are exceptions to the formula though. These include two-wheelers, CNG-run vehicles, electric vehicles, hybrid vehicles, all emergency vehicles, prison vehicles, and women drivers with a child up to 12 years of age.

 

7. Several VIPs have also been exempted from the list. These include the President, Vice President, PM, Governor, Chief Justice of India, Speakers of both the Houses, Leaders of Opposition, Union Ministers, Chief Ministers, Rajya Sabha Deputy Chairman, Deputy Speaker, and Supreme Court Judges.

 

8. CM Kejriwal is not a part of the exemption list and will pool in with other ministers.

 

9. Also, if there’s a medical emergency, then the driver can be ignored as an exception.

 

10. CNG vehicles are expected to put a ‘CNG Vehicle’ sticker issued by Indraprastha Gas Ltd. On the windscreen.

CM Kejriwal also said that the odd-even formula was not a long term solution. He mentioned ‘car-pooling’ as a more practical solution. But in a way, the odd-even formula will obviously create the need for car-pooling and isn’t a bad start to making Delhi’s air cleaner. Moreover, strict action will be taken against auto-rickshaw drivers who overcharge during the 15-day trial period.
