As per Skymet Weather, the reason for these rains and snow over these famous tourist hilly terrains can be attributed to the prevailing Western Disturbance which is currently over the Jammu and Kashmir region and its adjoining areas.

As of now, moderate rains with a few isolated heavy showers are expected to continue showing up on the hills of Himachal Pradesh for another 24 hours and the plains can also brace for some rainy spells. However, 24 hours hence the intensity of these rains are likely to reduce.
